Art. 4. ° En la primera semana de Mayo anterior á la reunión ordinaria del Congreso, presentará el Ministro del Tesoro el proyecto de Presupuestos al Presidente de la República, quien, previo dictamen del Consejo de Ministros, suprimirá cuanto crea conveniente ó indispensable para equilibrar las rentas y los gastos: de manera que al Congreso jamás se propondrá proyecto de ley de Presupuestos con déficit alguno.
