° Al cabo de un tiempo prudencial que el Gobierno fijará en los correspondientes pliegos de cargos y después de las pruebas que se exijan y del informe de las Comisiones, el Gobierno elegirá los modelos que se hayan recomendado mejor por el resultado de las pruebas. En igualdad de precios, calidades, etc., se preferirá la fábrica o contratista que ofrezca mayores ventajas.
