Créase el Fondo de Asistencia Técnica y Desarrollo Tecnológico de la Microempresa y la Pequeña y Mediana Industria el cual tendrá a su cargo la formación gerencial y el apoyo a programas de mejoramiento tecnológico en dicho sector empresarial, en estrecha vinculación y coordinación con el SENA en lo pertinente.
