º . El artículo 17 del Decreto 515 de 2004 quedará así: "Artículo 17 . Efectos de la revocatoria total de la habilitación . Las entidades a las que le fuere revocada totalmente la habilitación por incumplir cualquiera de las condiciones de habilitación o las conductas previstas en el artículo anterior, no podrán administrar recursos o planes de beneficios de salud y deberán abstenerse de ofrecer estos servicios, sin perjuicio de las sanciones en materia administrativa, fiscal, civil y penal a que hubiere lugar".
