El artículo 2 del Decreto 3805 de 1985, quedará así: "La Orden se concederá a Oficiales, Suboficiales y soldados de Casas Militares al servicio de Jefes de Estado y de Gobiernos extranjeros y de la Casa Militar de la Presidencia de la República, así como las demás personas y a las unidades militares de que trata el artículo 8º, que a juicio del Consejo de la Orden, se hagan acreedores de esta distinción".
