Artículo primero. Facultase a los Gobernadores para tomar las medidas que sean conducentes al mantenimiento y reanudación de los servicios públicos departamentales, en los casos en que las respectivas Asambleas no hayan reglamentado la materia, o que las normas dictadas hayan sido suspendidas o invalidadas por autoridad competente, o cuando deban ser aplicadas por entidades o funcionarios que no dependen directamente de los Gobernadores y rehúsen actuar.
