Con el fin de arbitrar fondos a beneficio de la ciudad de Cúcuta y para las destinaciones señaladas en esta Ley, se autoriza la organización y ejecución de diez (10) sorteos anuales sucesivos de una lotería que se denominará "Lotería Extraordinaria Cúcuta 250 años", y que se efectuará a partir del primer año siguiente a la vigencia de esta ley.
