Conforme a lo ordenado en el artículo 4º del Decreto número 1192 de 1940, los aspirantes a empleos de carácter permanente del Ministerio de Hacienda y Crédito Público, deberán llenar las condiciones mínimas exigidas en el presente Escalafón, además de las que prescriben la Ley 165 de 1938 y los Decretos reglamentarios, aun cuando los cargos respectivos no pertenezcan a la carrera administrativa.
