Es el conjunto de políticas, normas, condiciones, indicadores y mecanismos encaminados a la generación de transparencia, objetividad, validez y confianza en el Reconocimiento de Aprendizajes Previos (RAP), su mejoramiento continuo, así como a su valoración en el mercado laboral y en las vías de cualificación del Sistema Nacional de Cualificaciones (SNC).
