Artículo único. Las Administraciones principales i subalternas de Hacienda nacional que reciban correspondencia a "debe" de los paises estranjeros, la franquearán con las estampillas correspondientes al entregarla a los interesados i recibirán de éstos en dinero el valor de las estampillas.
