Los reemplazos del personal de las Fuerzas Militares en tiempo de paz, se efectuarán por el sistema de conscripción mediante la incorporación y licenciamiento de contingentes. En tiempo de guerra los reemplazos se harán en la forma que establezca el Gobierno Nacional mediante los Decretos de Movilización, de acuerdo con la evolución del conflicto.
