Cuando se trate de obtener la apertura de un crédito extraordinario, el expediente que al efecto ha de forma el respectivo Ministro debe contener:

Cuantía detallada del gasto de que se trata.

Razones justificativas de la necesidad y urgencia que hacen imprescindible el gasto, por los inconvenientes y perjuicios que resultarían si se omitiere.
