Las obras de defensa de la ciudad de Bucaramanga, serán construidas con base en los estudios y planos que fueren elaborados por la casa "R. J. Tipton y Asociados de Colombia Limitada", según el contrato que celebraron la Nación, el Departamento de Santander y el Municipio de Bucaramanga en la fecha 18 de octubre de 1952.
