El Gobierno organizará en el Ministerio que estime conveniente una Sección Técnica permanente, encargada especialmente de llevar a cabo los estudios del caso en las distintas regiones del país que requieran obras especiales, bien sea para la irrigación de terrenos o para su desecación, o bien para regularización de las aguas que permitan aprovechar las zonas que estuvieren incultas, o que en la actualidad no fueren completamente aprovechables para la agricultura por falta de tales obras.
