° Los miembros del consejo dedicaran todo el tiempo al desempeño de sus funciones , y les está prohibido ejercer otro cargo oficial o particular. No podrán ser miembros del consejo quienes tengan contratos de cualquier índole con alguna o algunas de las dependencias del Ministerio de Obras Públicas, o que formen parte de sociedades que tengan contratos de esa naturaleza.
