Art. 29. cuando el dueño de una fábrica de cigarrillos de las establecidas ó que se establezcan en el país, se presente á pagar el impuesto de que trata el artículo 16 de este decreto, recibirá en estampillas el valor de aquel impuesto, las cuales serán adheridas por él a las respectivas cajetillas. Igual procedimiento se adoptará respecto de los introductores de cigarrillos.
