Artículo segundo. El pago de los auxilios de que trata el artículo anterior, su manejo e inversión y la rendición de las cuentas correspondientes a la Contraloría General dela República se efectuarán con arreglo a las normas administrativas y fiscales vigentes para esta clase de erogaciones.
