°. Compensación de requisitos . Cuando para el desempeño de un empleo se exija una profesión, arte u oficio debidamente reglamentado, los grados, títulos, licencias, matrículas o autorizaciones previstas en las normas sobre la materia no podrán ser compensados por experiencia u otras calidades, salvo cuando las leyes especiales así lo establezcan.
