En las reservas superficiales que se convengan o acuerden con los contratistas de conformidad con lo dispuesto en el inciso 3º del artículo 26, se entenderá excluída el área actual y futura de las poblaciones y caseríos. No habrá lugar tampoco a expropiación en estas zonas urbanas.
