Priorización regional. La Comisión Conjunta, o la respectiva autoridad ambiental, según el caso, evaluará y priorizará regionalmente las cuencas hidrográficas de su jurisdicción, con el objeto de establecer el orden de preferencia para declarar la ordenación, los plazos y metas a cumplir de acuerdo a la disponibilidad de recursos técnicos, humanos y financieros. Esta priorización deberá quedar incluida en el Plan de Gestión Ambiental Regional y el Plan de Acción Trianual.
