Naturaleza. La naturaleza de la cooperación internacional se fundamenta en el apoyo externo a los esfuerzos del Estado, más no a sustituir obligaciones inherentes al mismo. La cooperación internacional no puede diseñar ni liderar la implementación de las políticas públicas cuya concepción es de competencia de las autoridades públicas correspondientes. En el mismo sentido, la financiación de las Políticas Públicas no deberá depender del flujo financiero proveniente de la Cooperación Internacional.
