Art. 1.° Concédese indulto jeneral en favor de todos los individuos que hayan sido condenados por el Senador, o contra quienes se hayan iniciado o puedan iniciarse procedimientos judiciales por los delitos de traicion o rebelion contra las instituciones de la Republica, cometidos hasta la fecha del presente decreto.
