Para litigar en los asuntos a que se refieren los artículos 30 y 31 del Decreto 196 de 1971, bastará presentar ante los funcionarios y autoridades competentes indicadas en dichos artículos, la copia del respectivo permiso o licencia temporal concedido por el Tribunal Superior del Distrito Judicial, debidamente rubricados por el Presidente y Secretario de la Corporación.
