Art. 1.° Los Capitanes de los vapores o patrones de las embarcaciones destinadas a la navegacion en el rio Magdalena, que admitan a su bordo más carga de la correspondiente al respectivo arqueo, incurrirán en una multa igual al importe del flete de la carga excedente, con un 25 por 100 de recargo.
