Artículo tercero. El Gobierno Nacional, con cargo al cupo autorizado en el artículo 1º. de la presente ley, podrá emitir o garantizar títulos de Deuda Pública Externa previo el cumplimiento de los siguientes requisitos:

Concepto previo favorable del Consejo Nacional de Política Económica y Social.

Concepto previo de la Junta Monetaria.

Concepto previo de la Comisión Interparlamentaria de Crédito Público.

Decreto por el cual se ordena y se fijan las características de la emisión y las condiciones financieras y de colocación de los Títulos.
