Ambito de aplicación. Las disposiciones contenidas en el presente capítulo se aplicarán a las personas naturales y jurídicas de carácter público o privado que desarrollen actividades portuarias y utilicen las facilidades físicas, instalaciones o servicios de puertos, muelles, embarcaderos y espacios de almacenamiento portuario en el modo fluvial a cargo del Ministerio de Transporte, sin perjuicio de las atribuciones en esta materia, asignadas a otra entidad.
