Al cierre de cada vigencia presupuestal y una vez identificados los requerimientos de los programas de Telefonía Social del Fondo de Comunicaciones, de aún existir excedentes, el Fondo adelantará los trámites pertinentes para la transferencia de estos recursos en la siguiente vigencia a los programas de Telefonía Social de que trata el literal e) del numeral 3 del artículo 74 de la ley 142 de 1994.
