El producto de la renta especial de Lazaretos creada por la presente Ley, podrá destinarse durante el primer año de la vigencia de la misma Ley, a atender a los gastos de los Lazaretos y a garantizar el empréstito que pueda negociarse en virtud del artículo 8°
