El Consejo Directivo será presidido por uno de los Ministros que lo integran, en el orden legal de precedencia, en el caso de que asistan personalmente. El reglamento interno del Consejo establecerá la manera como será ejercida, la Presidencia y Vicepresidencia en ausencia de los Ministros. El Secretario General del Instituto será el Societario del Consejo.
