Todas las personas, naturales o jurídicas, podrán tener acceso a la propiedad accionaria que el Estado enajene. En consecuencia, en los procesos de enajenación se utilizarán mecanismos que garanticen amplia publicidad y libre concurrencia y procedimientos que promuevan la masiva participación en la propiedad accionaria. La Ley 80 de 1993 no es aplicable a estos procesos de enajenación accionaria.
