La certificación de inversiones en educación formal para tener derecho a la exención dispuesta en el artículo 8° de la Ley 863 de 2003 será expedida por el Director General del Icetex para las inversiones en los literales a, b y c del artículo segundo de este Decreto; y por el Ministerio de Educación Nacional previo informe de ejecución presentado por las Secretarías de Educación en cuyas jurisdicciones se adelanten proyectos.
