° Los funcionarios que, en cualquier forma, intervengan en el manejo, distribución, etc., de estos auxilios, desempeñaran sus funciones ad honorem. Los pagos se harán personalmente a los damnificados y no podrán autorizarse ni efectuarse gastos con cargo a fondos provenientes del tesoro nacional, con fines distintos de los de pagar los auxilios asignados y reconocidos por la gobernación del Departamento.
