El ingreso y los ascensos . El ingreso a la Carrera Diplomática y Consular se hará por concurso. Los concursos de ingreso serán abiertos y tendrán por objeto establecer la aptitud e idoneidad de los aspirantes a la Carrera Diplomática y Consular. El ingreso a la carrera sólo podrá hacerse en la categoría de Tercer Secretario. Los ascensos tienen como finalidad permitir a los funcionarios de Carrera Diplomática y Consular ascender en el escalafón de la misma en función del mérito, la experiencia y la capacidad, en las condiciones señaladas en el presente Decreto. Los ascensos sólo proceden de categoría en categoría. INGRESO A LA CARRERA
