Los capitanes de buques o sus consignatarios presentarán una solicitud a la Gerencia, a fin de que ésta designe el lugar de atraque y de operaciones de cargue y descargue. La Gerencia fijará dicho lugar por un turno riguroso de llegada al muelle, dándole preferencia a las embarcaciones que hagan servicio de correo por itinerario fijo.
