El Instituto queda facultado para contratar los empréstitos internos o externos que sean necesarios para dar cumplimiento a sus finalidades, pudiendo dar como garantía cualquiera de sus rentas. Igualmente queda facultado para solicitar y contratar las cooperación técnica y financiera, tanto de personas o entidades nacionales y extranjeras, pero con sujeción a las normas legales que rigen estas actividades.
