Art. 19. Pagarán los pasaportes, en Bogotá el Pagador Central, y en los Departamentos el Administrador de Hacienda nacional del lugar donde se expidan. Los Administradores Departamentales de Hacienda nacional autorizarán oportunamente á sus subalternos para el pago de pasaportes. Esta disposición no afecta las funciones atribuidas á los Comisarios-pagadores.
