Los Agentes del Ministerio Público no pueden promover acciones civiles sin orden e instrucciones del Gobierno o del respectivo Gobernador o Alcalde, quienes no pueden ordenar el desistimiento de aquellas que haya mandado entablar la ley, la ordenanza o el acuerdo municipal respectivo.
