El artículo 13 de la Ley 64 de 1931 quedara así:

"Artículo 13. El producto efectivo de empréstitos no se incluirá en el presupuesto de rentas, a menos que por una situación anormal que haga descender notoriamente los ingresos fiscales se destine a mantener el equilibrio entre las entradas ordinarias y los gastos ordinarios de la Administración.
