Art. 3° Cada uno de los Estados de la Union tiene el derecho de enviar al colejio Militar hasta cinco alumnos para completar el numero señalado de cuarenta i cinco siendo de cargo de cada uno de ellos los gastos de trasporte i demás, hasta el dia en que el alumno entre en el Colejio, desde el cual son imputables a la Nacion los de enseñanza, manutención i vestuario de uniforme.
