Artículo segundo . Para el ejercicio de las facultades otorgadas en la presente Ley, el Gobierno estará asesorado por la Sala de Consulta y Servicio Civil del Consejo de Estado y por una comisión formada por dos Senadores y dos Representantes, nombrados por las Comisiones Sexta y Octava del Senado y de la Cámara respectivamente (uno por cada Comisión), y por los demás miembros que designe el Gobierno Nacional.
