° El Ministerio de Agricultura determinará en cada caso la suficiencia de los servicios de educación, salud, y vivienda ofrecidos por el interesado, tomando en consideración el capital de la empresa, el valor de las inversiones, el empleo de mano de obra permanente, la distancia de los centros poblados y las especiales condiciones de la región.
