Artículo único. Autorízase al Gobierno para que sin necesidad de posterior aprobación del Cuerpo Legislativo reforme, modifique y adicione como lo orea conveniente el contrato celebrado con el señor Francisco J. Fernández para establecer y explotar cables telegráficos submarinos y cualquiera otra clase de comunicaciones ó vías telegráficas interoceánicas, contrato que fue aprobado por el Decreto legislativo número 7 de 1906.
