La sobretasa al precio del combustible automotor de que trata el artículo 29 de la Ley 105 de 1.993, se fijará sobre el precio que el Ministerio de Minas y Energía o la Entidad competente fije para la venta al público y será recaudado por los distribuidores minoristas de los municipios y distritos que autoricen su imposición.
