Art. 1.° Desde el mes de Enero próximo, y siempre que el producto barato de los derechos de importación recaudados por la Tesorería alcancen a la suma de $ 330,000 mensuales, se destinarán para la autorización de los Vales, de 1.a clase $ 6,000 y para los de 2.a clase $ 3,000.
