El Registrador Nacional del Estado Civil tendrá funciones de Secretario Permanente de la Corte Electoral. El arca triclave en que se guarden los pliegos que sean objetos de actuaciones por parte de la Corte, estará bajo la custodia del Registrador, quien manejará una de las llaves, correspondiendo las otras dos al Presidente y al Vicepresidente de la Corte Suprema de Justicia.
