No obstante lo dispuesto en los Capítulos I y II del presente Decreto, en circunstancias especiales el Ministro de Relaciones Exteriores podrá autorizar la expedición de pasaportes diplomáticos y oficiales a personas no contempladas en los artículos 4º y 9º.
