La presente ley entrará en vigencia a partir de la fecha de su publicación en el Diario Oficial y deroga todas las disposiciones que le sean contrarias. Las normas del régimen establecido en la presente ley prevalecerán sobre cualquier otra norma de carácter ordinario, incluso de carácter tributario que le sean contrarias.
