Créase la Comisión Gubernamental negociadora, como órgano consultivo y decisorio del Gobierno, adscrita al Departamento Administrativo de la Presidencia de la República, con el fin de adelantar un proceso de acercamiento, negociación y suscripción de acuerdos finales con el Movimiento Independiente Revolucionario Comandos Armados Revolucionarios MIR-COAR, en los términos previstos en la Ley 104 de 1993, prorrogada, modificada y adicionada por la Ley 241 de 1995.
