Articulo 1º. Con el fin de fomentar la construcción de viviendas económicas autorízase al instituto de Crédito Territorial para emitir "Bonos de Vivienda y Ahorro". Estos bonos están garantizados con el total de las hipotecas constituidas a favor del Instituto de Crédito Territorial, con su capital y reservas, y tendrán además la garantía del Gobierno Nacional.
