° Tendrán derecho al auxilio de que trata el artículo 3.° de la Ley 14 de 1928, los empleados civiles y militares y el personal de la tripulación del cañonero "Hércules." que se hallaron en el siniestro, y las familias de ellos.

Parágrafo

También tendrán derecho a ese auxilio las personas que viajaban en dicho barco con autorización del Gobierno o las familias de dichas personas, en su caso.
